Lead Paint and Older Jacksonville Homes: What It Means When You Repaint

If your Jacksonville home was built before 1978 it may have lead paint under newer layers. Here is what that changes about testing, prep, and repainting.

If your house was built before 1978, treat lead paint as possible until testing says otherwise. Lead was banned from residential paint in the United States in 1978, so anything built before that year may have it somewhere in the layers, and the older the house the more likely it becomes. That matters for a repaint because lead sitting in sound, intact paint harms nobody, while lead released as dust by sanding and scraping is the actual hazard. Much of Riverside, Avondale, Springfield, Murray Hill, and San Marco predates the ban, which makes this a practical question in this part of Jacksonville rather than a theoretical one. It changes how prep is done, what you should ask a contractor before signing anything, and what you should not attempt yourself on a free Saturday.

Why 1978 is the line

Lead was put in paint on purpose. It made a coating durable, helped it cover in fewer coats, and helped it stand up to moisture, which is why it ended up on the surfaces that took the most abuse. The federal ban on lead in residential paint took effect in 1978. Original coatings in a house built after that date are not a lead concern. In a house built before it, the odds rise the further back you go: a mid 1970s house is less likely than a 1950s house, which is less likely than a 1920s bungalow. Pre 1960 construction is where it turns up most consistently.

Northeast Florida has a lot of that housing stock. Springfield and Riverside are full of homes from the early 1900s through the 1920s. Murray Hill, Avondale, and San Marco run heavily through the 1920s to 1940s. St. Augustine and Fernandina Beach have downtown blocks far older than that. If you own one of these houses, the build year is one of the first things a painter should ask about, and one of the first things you should volunteer.

Where lead paint tends to hide

It is rarely everywhere at once. It concentrates on the surfaces that were painted for toughness rather than looks: window sashes, jambs, sills, and channels; interior and exterior doors and their frames; baseboards, casings, and stair rails; porch floors and porch ceilings; and exterior siding, soffits, and fascia buried under decades of newer coats.

Two things catch homeowners off guard. First, newer paint on top does not remove what is underneath. A 1925 window that has been repainted six times still carries the 1925 layer at the bottom, and a scraper goes through every layer on its way down. A clean, freshly painted surface tells you nothing about the layers below it. Second, friction surfaces shed on their own without anyone touching them. A sash that rubs its channel each time it opens, or a door that binds against its jamb, grinds paint into fine powder at the point of contact. That is why window sills and channels are where dust collects in an old house.

Intact paint is not the hazard, disturbing it is

Lead paint in good condition, well bonded and not chipping, is generally left alone safely. The risk arrives when that paint is broken into chips and, more importantly, into dust. Sanding, aggressive scraping, high pressure washing, heat stripping, torching, demolition, and window or door replacement all release it.

Dust matters more than chips because you cannot see it. It settles on floors, sills, and furniture, and it moves through a house on shoes and in air currents. Young children are the most affected, both because they are on the floor with their hands in their mouths and because lead affects a developing nervous system. Pregnant women are the other group who should stay out of a work area entirely. This is a real risk that has a well understood, ordinary solution, which is controlling the dust rather than avoiding the project.

How do you find out whether your house has lead paint?

There are two routes, one quick and one certain. EPA recognized test kits sold at paint and hardware stores give a fast presence or absence reading on a single spot. They are useful for a preliminary look, and limited, because each test covers one location on one layer and some substrates and pigments produce misleading results in either direction. A negative kit result on the living room baseboard says nothing about the window sashes upstairs.

Certainty comes from a lab or an instrument. Paint chip samples can be sent for laboratory analysis, or a certified lead inspector or risk assessor can use an XRF analyzer, which reads through the layers without cutting into the surface and can survey a whole house component by component.

There is a third option, and on older houses it is often the practical one: skip testing and assume lead is present, then work lead safe throughout. Assuming presence can cost less than testing a house with dozens of components, and it removes the question entirely.

What the federal RRP rule asks of a contractor

The EPA’s Renovation, Repair and Painting rule applies to work that disturbs painted surfaces in housing and child occupied facilities built before 1978. In general terms it requires that the firm doing the work is EPA certified, that a trained certified renovator is responsible on site, that the work area is contained, and that certain practices are prohibited, including open flame burning or torching, high temperature heat stripping, and uncontained power sanding or grinding. It also requires specific cleanup, a cleaning verification step at the end, records of the work, and that the homeowner receives the EPA’s lead hazard pamphlet before work begins.

The rule has exemptions, including one for very small disturbance areas and one for housing shown to be free of lead based paint, and how it applies depends on the specific job. As a homeowner you do not need to referee that. What you need is simpler: a firm that does this work properly can state its certification status without hesitating and hands you the pamphlet without being asked.

What lead safe work actually looks like on a repaint

Inside, it means plastic sheeting taped down over floors and across doorways, extending well past the work area, with HVAC returns closed or covered so dust does not travel through the ducts. Outside, it means ground coverings weighted at the edges, windows and doors below the work closed, and scraping stopped when the wind picks up.

The methods change too. Surfaces are misted before scraping so debris falls instead of drifting. Sanding is done with a HEPA shrouded sander or not at all. Cleanup runs on HEPA vacuums and wet wiping, never a broom and never a household shop vacuum. Debris is bagged where it falls rather than carried loose through the house. At the end there is a defined sequence of vacuuming, wet cleaning, and vacuuming again, followed by a verification wipe compared against a reference card.

For your household, it means staying out of the contained area, and keeping children and pets out of it completely. Sealing off a room or a wing so normal life continues elsewhere is standard on this kind of job, not a sign something has gone wrong.

When painting over lead paint is fine, and when it is not

Coating over intact lead paint, with proper preparation, is a legitimate approach and often the right one. The existing paint stays in place, the surface is stabilized under a new coating, and nothing is generated by stripping it off. This works where the old paint is sound and well adhered. Note that even this involves some disturbance, since adhesion still requires light sanding and loose edges still need spot scraping, which is why lead safe practice applies to a paint over job as much as to a strip job.

Removal earns its place in narrower cases: where the existing paint is failing so badly it will not hold a new coating, where a component is being replaced anyway, and on friction surfaces that will keep shedding regardless of what goes over them. A sash that binds in its channel will grind straight through fresh paint within a season. Correcting the friction, or replacing the unit, solves that. Another coat does not. Permanent removal of lead hazards is its own regulated specialty, distinct from the renovation work the RRP rule covers, and a painting contractor and an abatement contractor are not the same trade.

Questions worth asking any painter bidding a pre 1978 house

These are for every bidder, not a test to catch anyone out. Consistent answers across bids tell you which ones priced the same job.

If one bid on a 1920s house comes in well under the others, that gap is worth a direct question. The DIY warning, stated plainly

A homeowner spending a weekend with an orbital sander on original window sashes creates exactly the dust the rule exists to prevent, in their own house, where their family sleeps. The RRP rule does not apply to homeowners working on their own home. That is a point about who the regulation covers, not a statement that the dust is safe. It behaves the same either way. Landlords and property managers working on rental housing are covered by the rule.

Plenty of painting in an old house is genuinely low risk work: washing sound walls and rolling on new paint disturbs almost nothing. The line falls at scraping, sanding, heat, and anything that takes material off. If your project crosses that line and the house predates 1978, that is the point to bring in someone who is set up for it.
